Fixed penalty notice
A notice issued to someone who has committed an offence (typically, but not necessarily a traffic offence), which entitles them to pay a fixed sum of money as an alternative to being prosecuted for the offence.

- I think 'fixed' implies that the crime/act/offence etc. (I think it could even be parking illegally) results in a penalty for the actor, however, there is not way in which they can appeal to the discretion of council/police etc. I think the criminal act is prescribed with a penalty, normally monetary? I get the impression the more I look at the term that the offence has to be minor in order to directly stipulate a specific penalty, so parking and speeding is what springs to mind.
